IEEE approval was achieved on May 21 as IEEE Standard 1003.1-2024. Andrew noted we are preparing the document, which is due for publication on June 14. We are working on the frontmatter and participants lists have been posted for final feedback by close of business Monday May 27. C17 says that the only >>member used by %z and %Z is tm_isdst. >There’s no conflict here. C17 does not specify the method used to >deduce the time zone used for %z and %Z. An implementation is free >to use whatever screwy method it likes. Only the C committee can give a definitive answer on what C17 requires here. We cannot finalise new wording for %z and %Z until we liaise with them. Therefore our next step on this bug should be to prepare a paper for Nick to submit for consideration by the C committee.
